In the early hours of today, the vigilante group, made of landlords and tenants caught another rapist from the Baddo clan, he was thorougly beaten, but he didn‘t break when he was asked who sent him and his cohorts to rape and butcher women from house to house

However, he was beaten black and blue before he was released to the Owode police station

Fire Guts Lagos State Chief Justice Office

Panic erupted today at the Lagos State High Court in Igbosere, as fire gutted the chambers of the Chief Judge, Justice Funmilayo Atilade.

The Chief Judge’s courtroom, which is on the top floor of the old building, was consumed by fire at about 8:15 am following a reported sparking from one of the air-conditioning units in the chambers. Books and furniture were destroyed.

One of the source said the incident happened after a cleaner switched on the faulty air-conditioner and left the courtroom, following which a security official, popularly called “Alhaja”, raised the alarm. The security woman was subsequently rushed to the hospital, to be treated for smoke inhalation, before the arrival of the firefighters. 

Sources say the devastated courtroom is hardly used by the Chief Judge, but is reserved for her anytime she comes to the Lagos Division of the court. The entire building was saved from being razed down following the quick intervention of the Lagos State Fire Service, which prevented the blaze from spreading to other courtrooms.

As a result of the heavy smoke emitting from the courtroom, however, it took the firefighters about one hour to put out the fire. 

Although the fire was quickly put out by the firefighters, the inferno disrupted activities in the area as litigants were evacuated from the premises and the gates locked. 

One of the court registrars who spoke on condition of anonymity told SaharaReporters of the incident, “The fire started from one of the air-conditioning unit in the CJ's chamber. But, before anyone could get to know about it, it had gone out of control. I quickly informed my colleagues in the office and we ran down the stairs to our vehicles which we drove out of the premises,” he said.




My Suspension Won’t Increase Your Physical Height, Shehu Sani Blasts El-rufai

Shehu Sani, senator representing Kaduna central, says his suspension by the state chapter of the All Progressives Congress (APC) will not increase the “physical height” of Nasir el-Rufai, governor of Kaduna state, whom he has identified as the mastermind.

Sani had earlier been handed a 11-month suspension that elapsed on Tuesday.

In a letter addressed to him, Tudun Wada, secretary of the party in Kaduna, said the earlier suspension was to enable the senator defend himself against allegations levelled against him.

Wada said since Sani failed to do so, he had been suspended indefinitely.

In his reaction, the lawmaker accused the APC in Kaduna of acting on the orders of el-Rufai.

My ‘indefinite suspension’ by Governor Nasiru el-Rufai- controlled, self-acclaimed APC excos is as worthless and as useless as the paper it was written upon,” he said in a statement.

“I wish to fully assure them the new suspension will not give them the public support they couldn’t gather with the first one.

“For a man who has been unable to address the pervasive insecurity and genocide in southern Kaduna, for a man who has been unable to stem the tide of rampant kidnapping and abductions in Kaduna, suspending Shehu sani cannot be counted as an achievement.

“Mr. Governor, my suspension will not increase your physical height nor give you the flesh or muscle of a macho.”

Sani added that el-Rufai “remains a typical establishment man, who was brought to limelight by the PDP, nurtured by the PDP, and no broom or deodorant of change can give him a new identity”.

He vowed to continue working for the masses and to always defend their interest.




Fayose May Dump PDP In 2018 Ekiti Election


Ado-Ekiti-In a bid to avoid the political booby trap that threw the succession plan of Governor Olusegun Mimiko into disarray and eclipsed the Peoples Democratic Party(PDP) in the just concluded Ondo governorship election, Governor of Ekiti State, Mr. Ayodele Fayose, hinted Wednesday on the possibility of using another platform to prosecute his succession battle during the 2018 governorship poll . \

Fayose, who dropped the hint in Ikere Ekiti while meeting with the members of the Suppliers’ Association of Nigeria, Ikere chapter, said “I don’t know the platform I will use for the 2018 election yet and at the appropriate time, I will tell you”.

Fayose “We are still studying the situation . We have to play the game left, right and centre and whoever we are going to use and the platform, you will all be part of the process because party politics is about the people”. 

Fayose also said the victory of Mr. Rotimi Akeredolu, the candidate of the All Progressives Congress(APC) in the Saturday’s governorship poll in Ondo State does not in any way threaten the popularity and general acceptability of the Peoples Democratic Party(PDP) in Ekiti.

The governor, who described Akeredolu’s victory at the poll as a contrivance of the Independent National Electoral Commission (INEC) in cahoot with APC, added that the victory the did not confer legitimacy on the poll or lent credence to the fact that Ondo electorate had voted rightly. “You all saw how people sold their votes in Ondo state, I am confident that that will not happen in Ekiti. 

I am close to the people you are the source of my strength . Even if it requires just 48 hours to any election, if I tell you where to go, you will surely follow me there”, Fayose said. At a separate meeting with the junior staff of the state civil service, Fayose boasted that he will repeat the 16-0 he meted out to Ex-governor Kayode Fayemi in 2014, where he defeated the incumbent in all the sixteen local governments . 

He promised that he would continue to do his best in the payment of salaries by carrying the workers along to know what accrues to the state from the federation account, adding that there won’t be communication gap once his government doesn’t operate in secrecy.

“APC will be fooling itself if it thinks it will conquer Ekiti like it did in Ondo . Ekiti is a peculiar place and I am the man on ground here. I want to assure my supporters and Nigerians that APC won’t win a local government here in 2018, even if President Muhammadu Buhari moves down all the money in FG’s TSA. 

“Governor Olusegun Mimiko and Eyitayo Jegede must have lost in Ondo State, but that does not mean the people had voted rightly. In 2015, people clamoured for change and what have we got now? Nigerians are becoming poorer than ever. “Today, I am the only one among the APC governors in the southwest .

I am now like the nation of Israel surrounded by enemies, but I shall defeat and triumph over them. “APC has never defeated me in any battle, either political or legal. Whether they like it or not, I will win in Ekiti no matter the animosity , because I have the people behind me”, Fayose declared.






Buhari Sacks Sally Mbanefo, NTDC Boss

President Muhammadu Buhari has approved the removal of the Director General of the Nigeria Tourism Development Corporation (NTDC),Mrs. Sally Mbanefo.

The Nation reports that the Director General has been asked to handover the affairs of NTDC to the next most senior officer.

The removal of the Chief Executive was contained in a November 27, 2016 letter which was signed by the Secretary to the Government of the Federation, Engr. Babachir David Lawal.
The letter was titled “Notification of de-secondment from the Nigeria Tourism Development Corporation (NTDC).
The letter reads: “I refer to the attached letter, Ref. No. SGF.6/S.23/1/568 of 8th October, 2013 in respect of your secondment from the Keystone Bank Limited to serve as Executive Director/ Chief Executive Officer of the Nigeria Tourism Development Corporation (NTDC) for a period of two years with effect from 6th May 2013.

You may note from the foregoing that the period of your secondment at the corporation had since lapsed on 5th May 2016.

Consequently, you are to handover the affairs of the corporation to the most senior officer on or before Wednesday, 30th November, 2016.”

My Govt Reviewing My Campaign Promises Because There Is No Enough Money-Obaseki

Edo State Governor, Godwin Obaseki, said he has begun a review of the campaign promises made to the citizens of the state before his election on September 26.

Obaseki explained that he had started taking stock both at the Government House and the different ministries in the state to ascertain the amount of resources available to meet the promises.

The governor spoke during a meeting with the state leadership and executive members of the All Progressives Congress in Benin on Friday.



He said, “I want to use this opportunity to inform you that, since we took over government last week, what we are trying to do is stock-taking to understand how things are in the Government House, to understand what is going on in each ministry, to review the promises we made during our election and to see whether the resources we have is enough to meet those promises. 

“We are doing ground work and over the next three weeks, we will conclude what we are doing and then invite a much larger house.”

Obaseki also expressed gratitude to the leadership of the party at the state and local government levels for their support, which he said was instrumental to his victory in the election.

“This meeting is just to say thank you to the state executive and the local government executives. We will in due course involve everybody and hold another occasion to thank the leaders of the party properly for the marvelous support most of you gave during the last election,” he added.

Also speaking, his predecessor, Adams Oshiomhole, urged members of the APC to consolidate the bond holding the party together.

He said, “I am proud of what he (Obaseki) has done so far. I know the governor is determined. He is committed and with your support, he will deliver on all the promises he made to our people.”

Victor Moses Wins Premier League Player of the Month Award for November

Chelsea star Victor Moses has won the PFA Fans' Premier League Player of the Month award for November, beating the likes of Sergio Aguero and Gylfi Sigurdsson.

How A Man Helped A Mentally Unstable Woman Roaming The Streets Of Abuja.

A man with a big heart has narrated how he helped a mentally unstable lady who was roaming the streets of Abuja. Ray Ugba Morphy and his colleagues mobilized to help admit the lady in a psychiatric hospital -with the man (Ray) registered as her next of kin. Her pictures were shared online to help locate her people.

On Monday, 28th November, at about 5pm, at Asokoro, in Abuja, I saw just by Ecowas building, a young woman of about 26 years roaming the streets and speaking to herself. She was obviously unwell, probably newly mad. Her clothes were just dirty, not torn yet, she had an afro hairdo, and she had a bag and she looked forlon and rather sad!

In that girl, a saw a soul crying for help. She could be my sister, your sister or even anyone's daughter. So I approached her. She spoke well, an evidence of good breeding. But then after being initially friendly, she became very hostile when I began to probe her. My intention was to see if i could get info to enable me reach her people. She wouldn't or couldn't tell. All she would say is that she is from London and her name, Chika. Of course, this information from her, may or may not be true.

So I left her, as it was getting late. So on Tuesday, early in the morning, I mobilised my staff and we got cracking. Some went in search for her on the streets while I went online in search of a psychiatric hospital or unit. We drew a blank. But luckily after physical visits to all government hospitals in Abuja, we finally found one at Karu.

Meanwhile those searching the streets for her could only locate her at about 4pm in the evening being that she is mobile and ambulatory.

To cut a long story short, I can now report that the lady in this pix is now (Tuesday 29/11/2016) safely admitted in a psychiatric hospital. It wasn't easy but she has been admitted with me registered as her next of kin. And she is responding to treatment. She is simply suffering from treatable mental illness and no one should be abandoned the way our society seems to abandon the mentally ill. Sure, it cost me time and money, but it is worth every bit of it.

We still have not been able to get any information from her regarding her family or her people. So please, contact me via inbox if you know her.

N4.7bn: Obanikoro Returns N134m To EFCC ….says I’ll Repay N450m In 2017

A former Minister of State for Defence, Senator Musiliu Obanikoro, on Monday returned N30m to the Economic and Financial Crimes Commission. This brings the total amount of money he has returned to the EFCC to N134m.

A source at the EFCC said, “Obanikoro came on Monday and presented a draft of about N30m. Initially we did not want to collect it because it is small compared to what he is supposed to have given us. However, the legal department advised us to collect it.”

Obanikoro had in October returned N104m to the commission. The ex-minister, who returned to Nigeria last month after spending about 15 months in the United States, was accused of receiving N4.7bn from the Office of the National Security Adviser under the leadership of Col. Sambo Dasuki (retd.).
Obanikoro had said in his statement of oath at the EFCC that after receiving the money in 2014, he gave N1.219bn to the then governorship candidate of the Peoples Democratic Party in Ekiti State, Mr. Ayodele Fayose, while N1.3bn was given to the PDP candidate in Osun State, Senator Iyiola Omisore.

He also confessed to giving Fayose a separate $5.377m at Spotless Hotel in Ekiti State in the presence of party leaders including the then PDP Secretary, Mr. Tope Aluko.

Obanikoro was said to have kept about N785m for himself, which he allegedly spent while campaigning ahead of the PDP governorship primary in Lagos State. Mr. Jimi Agbaje won the primary.

However, the EFCC asked Obanikoro to return about N584m out of which he had already returned N134m.
At the EFCC office on Monday, Obanikoro promised the detectives that he would return the remaining N450m in 2017.

The source said, “About N450m is remaining and Obanikoro has promised to pay the rest in 2017. He will also be reporting at our office every two weeks.”
At the Federal High Court in Abuja presided over by Justice Nnamdi Dimgba last week, Mr. Alade Sunday, a manager at Zenith Bank, narrated how Obanikoro delivered about N1.219bn to Fayose’s aide, Abiodun Agbele, for onward transmission to his boss.
He had also said it took the cashiers about 10 days to count the money.

Sunday had said Obanikoro flew with the cash to Akure Airport and the money was loaded into bullion vans.
He had said, “When we got to the airport, we waited for some minutes before the aircraft arrived. When the aircraft offloaded its passengers, one of them appeared to me to be Senator Musliu Obanikoro and the other one appeared to be his ADC, Adewale.

“Agbele walked up to them and had a discussion with them. Thereafter, he signalled me to bring the van. Bags loaded with cash were loaded into the van and Obanikoro’s ADC, Agbele and I drove back to the bank.”
Meanwhile, it was learnt Omisore had appealed to the EFCC to return his passport to him to enable him to travel out of the country.

A source at the commission said, “We cannot return his passport to him now because he has not yet returned half of the money. He has returned only N350m out of N1.3bn. When he returns half, then the EFCC can consider returning the passport to him.”








Recession Forces Down Abuja Rent

If there is anything many residents of the Federal Capital Territory are happy for about the economic recession, it is that rent has become more affordable and they can now pay for better accommodation. Tenants and estate agents spoke to Daily Trust about it.

Grace Adesewo, 36, with her husband, are expecting the arrival of their first baby. They were living in a two-bedroom apartment in a block of flats in Garki, Area 8, Abuja. The space was too small to accommodate a new baby who needs a cot and a chest of drawers among other items, first time parents would have gone all out for. 
Mrs. Adesewo, who resumed work three months after putting to bed, invited her mother to help her nurse the baby. In May, 2015 the couple began house-hunting. 

Although the couple had saved N2.5million which was the going rate for a three bedroom flat in the part of Garki they wanted. But in the end they paid N1.5million for a three-bedroom bungalow with two-room boys quarters and an ample parking space for no less than five cars, in Prince & Princess Estate, Abuja, in January 2016. 
The house had been vacant for almost a year when the rent was fixed at N2.5million. Over time, the rent reduced as a result of low patronage. The Adesewos’ ability to bargain with the landlord and their willingness to pay for two years’ rent in advance, worked in their favour. 

Mrs. Adesewo said: “Although we didn’t have the money to make up the balance for the second year, immediately, we were able to appeal to him and he agreed that we paid it after six months.” 

She teased: “There was no way we were letting the house go because the apartment was beyond our expectation and we didn’t have to worry about accommodation for another two years. We can even rent out the boys quarters and use the money to offset our debt.”

The story was no different for Osita Anosike, 33, who moved from Gwarinpa to Ademola Adetokunbo, Wuse 2, Abuja, in September, 2016.

Anosike, who a manager in a departmental store in Abuja, said: “Three months to the expiration of my rent, I began house-hunting. After three weeks of searching an agent told me he had found a self-contain apartment in Wuse 2. 
The bachelor who didn’t mind forfeiting two months’ rent in his old apartment, said: “When he told me the location and that it was going for N400, 000, I jumped at it and immediately paid. Not only is it closer to my workplace, the rent is the same as my old place.”

In the last one year, Nigerians have battled with the ripple effect of recession. The one thing that has comforted many of them - especially those in the FCT - is that they can now live in accommodations of their dreams or something close to it. With many houses lying unoccupied and wasting away, landlords are forced to reduce the cost of rent. 
Agents have also implored more aggressing marketing strategies and platforms like advertising online and posting advert signs on street light poles and so on, announcing vacant premises. 
On a website, , a self-contained apartment in Asokoro was advertised for N600, 000 as against N700, 000 to N800, 000 a year or two ago. 

Also rent for office spaces are crashing because some business people like Sefina Idris, who sells shoes and corporate outfits, find it cheaper to trade from their cars, homes or rent a space in somebody’s shop just to display their wares. 

Mr. Patrick Obinna, a small-scale estate agent operating from Zone 4, explained the trend.
He said: “If you look around town, you will find several empty plazas which although are tastefully finished, have been unoccupied for at least one year. They are in Utako and Wuse among others. People who have space in their homes make use of that or come together to rent offices. Each person simply demarcates his work space.”
Obinna said: “Landlords want money on their investments and tenants now have choices and don’t suffer as much as they used to. Some office spaces have gone down from N35, 000 per square metre to N30, 000 or N25, 000.”
Ejike Charles, who has been an agent for 10 years specialising in clients who want accommodation in Maitama or Wuse areas, explained how the recession has affected the cost of accommodation as well as landed property.
He said: “Before a Wuse 2 or Maitama self-contain apartment cost between N500, 000 and N600, 000. Two-bedroom flat was N1.5million. But many of them were empty.” 

Charles said: “Some landlords, who don’t want to leave their property empty throughout the year, have reduced the rates because they also understand the situation of the country. 
“Presently, one can get a two-bedroom flat for N1million, three bedrooms for about N1.8million to N2million, while a self-contained can also go for N350, 000 or N400,000 depending on how new the property is,” he said.
Despite the rent crash, Charles said there were several empty houses in the metropolis as the recession still made it impossible for tenants to pay the rent.

When asked if landed property have also been affected by the recession, he said: “The landed properties have not really been affected because you find out that a land can remain for many years and nothing will affect it. Unlike a house which if you leave empty decays.
“The prices of land are still almost the same except in cases where someone who wants to sell his land decides to reduce the price,” he said.
Rent rates of duplexes have hardly decreased Charles said. “In Wuse, those with five bedrooms and boys quarters still cost between N8million to N10million for rent and around N120million if they are to be sold. In Maitama rent for such duplexes is still around N15million to N20million.”
Do these relocations by tenants mean more business opportunities for agents running these small scale enterprises?
“I wouldn’t say that it means more business, but some of us are making more on commissions,” said Obinna.
He said this is because people who would ordinarily rent houses in Garki or Wuye can now rent in Asokoro, Wuse or even Maitama if they are lucky.
“The rents of some of the properties in prime areas are in some cases almost at par with rates in the less prime areas. We now have more clients renting apartments in these locations, thus giving us more commission.
“Clients, when they compare distance and the prestige of having a Maitama, Asokoro or Wuse address, don’t mind paying the difference and living in these part of town.”
Abdul Muhammad (33) an agent in Lugbe, said the rates of houses there have also reduced as most tenants find it difficult to renew their rents let alone move to new accommodation.
He said: “A two-bedroom flat, two years ago, used to be between N500, 000 and N600, 000. They are now between N400, 000 and N450, 000. A self-contained which was around N250, 000 and N300, 000 now costs between N200, 000 and N250, 000. 
Muhammad also added that he observed a lot of people who lived in the metropolis are now moving to the outskirts for cheaper accommodation there. Gana Umaisha is one such who said he moved to Dutsen-Alhaji which is cheaper than Dawaki so that he could begin developing his own property.
Good roads, little or no traffic congestion, beautiful landscapes, street lights and better security are among reasons which have encouraged Abuja residents to move to prime areas and others like Katampe, Jahi, Life Camp and Karasana where they would ordinarily not have given second thoughts to. 
Regardless the location in the FCT, estate agents noted that some rents have remained the same, even though the recession has made it very easier for tenants now. They say, many landlords are no longer shylocks and are willing to collect only one year’s rent instead of two as they formerly insisted on in the past.




Armed & Masked Men Rape Bayelsa State College Of Health Technology Students

On Sunday, 13 November, 2016 at exactly 11:20 PM, the Bayelsa State College of Health Technology Otuogidi, Ogbia Town came under siege.

6 heavily armed and masked men invaded the female hostel A of the college. They operated from room to room dispossessing their victims of all their valuables, AsbGistNigeria learnt on Wednesday.

The operation lasted till the next morning; one is wont to ask, "where were the security men during the operation, whose responsibility it was to provide skeletal security services before the arrival of the Nigeria Police Force"? 

The marauders robbed, raped and maimed Female students in the hostel without any resistance from the security men. 

By the time they left in the morning a total of 30 females students had been robbed, some raped and 1 student was maimed by a machete cut at the back of the head and left in her pool of blood. 

By dawn the students came out in their numbers chanting anti- neglection by the school authorities songs. 

The provost of the school wasn't perturbed when he heard about what happened to the students. It is even laughable and worrisome that it was the chairman of Ogbia local government area that had the compassion and courage to address the students not to take laws into their hands.

For 2 whole days the students shut down all activities on campus in order to send home their messages that "enough is enough" of the insensitivity from the school authorities. It was recanted by some many female students that raping has become a recurring decimal in the school without any recourse from the authorities. 

After two days of absence the provost finally decided to address in a non - responsive way. He had to be reminded by the students before he visited just one of the rape victims in the hospital in Yenagoa, the Bayelsa State capital. 

It was gathered from the grave vine that the provost hadly spends 3 productive days in the school he superintends, he would prefer to attend to his personal business and hobnobbing with his paymasters and godfathers in Yenagoa, Port-Harcourt, Abuja and Lagos respectively. 

It was gathered that old men who should be at home relishing their retirement in the company of their grandchildren are the ones enlisted as security men, a job that requires virile mental health and acuity.They were not more than 5men for a school without perimeter fencing.

As one writes, it is heart-rending to imagine the state of health of these traumatised rape victims in their closets.

Man Attacked Female Hotel Attendant For Disrupting His Sex Plans

A 29-year old man, Aregbesola Quazeem has landed in trouble after he allegedly attacked a female hotel attendant, Amaka Christopher for disrupting his sex plans with his lover over poor condition of a chalet in a hotel he lodged in Lagos.

Quazeem was angry that he lost money and at the same time could not achieve his sex desire because his partner refused to sleep with him after complaining of poor condition of the chalet with non-functional air conditioner.

The incident happened on Sunday at a popular hotel, CY Hotel located at Ikotun area of Lagos.

An angry Quazeem allegedly took her lover to the hotel and paid N4,000 to lodge till day break.

When they moved into the room, they discovered the place was not conducive as there was no functional air conditioner which caused unbearable heat in the room.

P.M.EXPRESS gathered the woman insisted that Quazeem cannot not sleep with her under the heat and she asked that they relocate to another room with an AC or he should forget about their sex romp.

Quazeem went to the attendant to complain and requested for another room. She replied every other rooms in the hotel have been booked and there was nothing she could do that night.

On the basis of that, Quazeem requested the refund of his money so they can look for another place to lodge and she refused. This led to a disagreement which resulted in Quazeem attacking Amaka and reportedly injured her and tore her clothes.

The matter was reported to the police at Ikotun division who arrested Quazeem. By then his lover had left the place.

He was charged with conduct likely to cause breach of public peace and assault on Amaka.
He pleaded not guilty.

The presiding Magistrate, Mr A.A. Fashola granted him bail in the sum of N50,000 with two surety in like sum.
He was remanded in prison custody pending when he will perfect his bail.

The matter was adjourned till 14 December 2016.

Osinbajo: Nigeria To Make Forex More Flexible, Conclude Eurobond End Of Q1

Nigeria hopes to conclude the sale of a $1 billion Eurobond by the end of the first quarter of 2017 and will seek to make its foreign exchange market more flexible, Vice-President Yemi Osinbajo said yesterday.

Nigeria is in its deepest recession in 25 years and needs to raise money to make up for shortfall in its budget. Its revenues from oil have plunged due to low international prices and militant attacks in its crude-producing heartland, the Niger Delta, have cut its output.

The government began the process of appointing banks for the sale of the Eurobond in September and had said it wanted to issue the bond by the end of the year. It has yet to announce a lender to lead the sale, however.

“At the very latest, between the end of the year and the first quarter of next year we will begin to see all that process concluded,” Osinbajo told Reuters in an interview.

The vice-president said the severe loss of petro-dollars had caused “serious” foreign exchange shortages and had been worsened by attacks on its oil pipelines and export terminals.

The government had wanted to issue the Eurobond to help plug a gap in its record N6.06 trillion ($19.9 billion) budget this year, in addition to tapping concessionary loans from the World Bank and China as its oil revenues fell.

So far only the African Development Bank (AfDB) has come to its aid, approving a $600 million loan, the first tranche of a total $1 billion package.

Osinbajo also said his office was working with the Central Bank of Nigeria (CBN) to make the foreign exchange market more flexible and more reflective of actual demand and supply.
The regulator had in June officially ended its policy of pegging, or fixing, the naira’s exchange rate at N197 per dollar to let the currency float freely.

But despite the devaluation of the naira, the central bank has continued to manipulate the exchange rate, which has discouraged investors and created a crippling shortage of dollars for businesses that need to import, while on the black market the naira is changing hands at N475 per dollar.

To keep down the street price of dollars, the central bank sanctioned the arrest of FX dealers in Lagos, Abuja and Kano, but the crackdown turned out to be futile.

Nigeria’s crude production, which was 2.1 million bpd at the start of 2016, fell by around a third in the summer following a series of attacks by Delta militants who want a greater share of the country’s energy wealth to go to the impoverished southern oil-producing region.

“At one point we were losing almost 1 million barrels per day (bpd) which translated to 60 percent of oil revenues … and that affects the availability of dollars,” Osinbajo said.




I Approved DSS Raids & Arrest Of Judges - AGF, Malami Abubakar

The Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami, said on Tuesday that the Economic and Financial Crimes Commission had no exclusive rights to any investigations, including matters relating solely to financial crimes.

He also said his office received full briefing and gave backing to the arrest of some judges by the Department of State Services over allegations of corruption last month.

Malami spoke in Abuja as he appeared before an ad hoc committee of the House of Representatives at the National Assembly.

The committee, which is chaired by Mr. Garba Dhatti, is investigating all cases of invasion of property and arrests of persons by the DSS from May 2015 till date.

The AGF said there were reasonable grounds to justify the arrest of the judges, looking at the high number of petitions that had been received by his office, the DSS, EFCC and other anti-graft agencies.

Citing Section 15 (5) of the 1999 Constitution, he stated that the state had a responsibility to halt all acts of corruption and could deploy any agency with the capacity to achieve that purpose.

He also said the state waded into the matter after the National Judicial Council was duly notified but was not willing to act.

Malami also told the session that judges had no immunity against prosecution, adding that there was no requirement of law which stipulated that only the EFCC must investigate financial crimes.

His position was a clear reference to an earlier submission to the committee by the EFCC. The anti-graft agency had insisted that the DSS acted outside its jurisdiction since the alleged offence of the judges fell under financial crime and did not pose a threat to national security.

Asked whether he ordered the raids on the homes of the judges, Malami replied, “When we are talking about constitutional obligations, it goes without saying that all state instruments, Ministries, Departments and Agencies are under obligation, inclusive of the legislature and the judiciary, to take steps that will abolish all corrupt practices.

“It is in respect of that obligation that whatever issues that arose from the search and arrest of the judicial officers were carried out.

“The state was in receipt of multiple petitions of corrupt practices by the judicial officers and there was further apprehension that if immediate steps were not taken, the possibility of destroying existing evidence that were believed to have been kept within their respective domains would eventually be tampered with.

“Arising from the responsibility created and established by Section 15 of the constitution, the state had to act.

“But, the question of which agency has the responsibility of executing it, my response to that derives from the fact that multiple petitions were written to the Office of the AGF, DSS, EFCC and a lot of other agencies of government.

“To my mind, I have a discretion to look at and weigh the situation and decide which agency against the background of the petition, who will act for the purpose of ensuring that the obligation of the provisions of Section 15 (5) of the constitution are carried out.

“So, whatever evolved from the search and arrest of the judicial officers revolved around the need to comply with the responsibility and obligation vested in them by provisions of the constitution and the need to ensure that the investigation was not in any way tampered with negatively.

“These were the circumstances that led to the operations. It was a clear exercise of the constitutional mandate in respect of what is expected of the State to abolish corrupt practices.”

The AGF explained how his office felt compelled to act after it became apparent that the NJC would not act on the petitions before it.

He added, “When we got the petitions, I had cause personally to write to the NJC, requesting that they take administrative steps to investigate the allegations contained in the petitions.

“A response was made to my office that the NJC could not act unless the petitions were accompanied with affidavits. But, I felt there were no reasons why the petitions could not be looked into on their own merit by placing sanctions on the AGF, while it was a constitutional obligation.

“Incidentally, multiple petitions were also written to the DSS and I requested that they equally write to the NJC to look into the petitions, but it was the same response the DSS got from the NJC that without a supporting affidavit the petitions could not be looked into.

“So, we have a situation where there is reasonable grounds for suspicion for commission of corruption and we have a body saddled with the primary administrative responsibility of looking at such things first, but it seems not to be cooperating in that respect.

“Meanwhile, when issue of commission of corruption practice is established, the executive has the responsibility of investigation without recourse to the judiciary.

“That is how the idea of taking the advantage of Section 15 (5) arose.

“I asked the EFCC and the DSS and another agency to investigate because they were in receipt of several petitions on the same subject and I was informed by the DSS before the search and arrest and I did not object.”

Malami further disclosed how he received reports on the raids.

He said, “The DSS presented a formal report to me before and after effecting the search and arrest; they informed me that the operation will be done at any hour without restriction.

“I had no objection that the operation would be carried out at night because I have taken time to go through the administration of Criminal Justice Act and I was convinced that this operation can be conducted at any hour, any moment without restriction.

“I didn’t have to inform the Inspector-General of Police or Commissioner of Police in the State about the DSS operation because they were also under the same constitutional obligation to act. One of the agencies had investigated, came up with a report and I was convinced.”







Why NCC Directed Big Telcos To Increase Data Tariffs –OFFICIAL

AN Official of the Nigerian Communications Commission (NCC) has given reason behind the directive to the five big telecoms operators in the country to increase their data tariffs from Thursday, December 1.



The reason is reportedly in order to allow small operators and new entrants to acquire market share and operate profitably.

The NCC official who spoke on condition of anonymity on Monday said the regulator came up with the new data regime after some new entrants into the market complained that there was no way they could break even if they operated on same data regime with the likes of MTN, Glo, Etisalat and Airtel, Daily Trust reports.

He said NCC yielded to their pressure when last month it notified the operators of the new rate.

Meanwhile, the Trade Union Congress of Nigeria, TUC, on Tuesday urged the Federal Government not to increase the cost of data to avoid further pressure on mobile telephone users.

Rector Of Federal Polytechnic, Ekowe Dies During Sex With Teenager

UGHELLI- THE Acting Rector, Federal Polytechnic, Ekowe, Bayelsa State, has slumped and died at a hotel in Ughelli during alleged sex romp with an unidentified female teenager.

The rector was said to have slumped at his hotel room in Zekoh Place located at Onoharigho street, Ughelli and was rushed to a private clinic, few kilometers from the hotel were he was confirmed dead on arrival. 

“He had gone to the hotel in company of a female teenager and booked a room for an hour of love session with the girl,” a source at the Ughelli Area Command told Vanguard. 

Speaking further, the source said: “The girl raised an alarm when the chief slumped but absconded following reports that the victim was confirmed dead. “Though no arrest has been made in connection with the incident, a female manager of the hotel was arrested for questioning but has since been released.” 

Suspecting foul play over the incident, a family member who spoke to Vanguard at the Rector’s Upper Agbarho residence said: “We are having a meeting with elders of the family if an autopsy would be conducted after which we would take a stand on the matter.”

Speaking to Awoko at her residence she explained that some time last year she went on a fishing expedition together with her grand mother and other women in the town.
After the exercise she started experiencing her Bosom becoming large. While taking bath together with the elders in the stream one of the women spoke about her Bosom saying her Bosom is becoming abnormal and it is not a good thing for her.

During the night hour she said her Bosom scratched throughout the night giving her sleepless night and it’s kept projecting up to the current length as she continue to scratch. The following morning when she went to school her class and school mates were provoking her and there after she stopped going to school almost a year now.

She started her schooling at the Ansarul Primary School from classes 1 to 3 and then continued to Roman Catholic Primary School from classes 4 to 5. She maintained that her parents have sought medical attention at Nixon Memorial hospital at Segbwema and several herbalists within the community but no improvement.

Her grand father Saidu Moriba said this is the first time he is seeing such wonder in his life time, and that they are baffled as what to do to save her from this trouble. He revealed that several prayers and sacrifices have been done on her behalf but the problem still remains and they are asking for assistance.




We Never Ordered Operators To Raise Data Prices—FG

Nigeria’s Minister of Communication, Mr Adebayo Shittu, has disclosed that the Federal Government never gave any directive to telecommunications operators in the country to increase prices of data from Thursday, December 1, 2016 as claimed.

Since the beginning of this week, Nigerians have continued to kick against messages sent to them via text messages by telecoms operators, informing them that from tomorrow, prices of data would go up and in some cases, by 100 percent.

Network providers claimed they were ordered by the telecoms regulator, the Nigerian Communications Commission (NCC), to raise data tariffs.

“Dear valued customer, effective 1st Dec 2016, we will review our data plans & prices in compliance with NCC directive,” a message from Etisalat to its subscribers read.

But speaking on Wednesday on RayPower FM’s Fact File programme, which was monitored in Lagos by Business Post, the Minister said he was never consulted before the announcement was made. He stressed that the government did not authorise the operators to raise the tariffs.

However, he assured Nigerians that the government would look into the matter and continue to protect their interests.

“I can tell you that I was never a party to it (data tariff hike). Government never gave any such instruction. This government believes in democratic process and we would continue to protect the interest of Nigerians. I can assure you we would do that (protect interest of Nigerians),” he said on the radio programme.

Also on the issue of subscribers still getting unsolicited messages from operators, Mr Shittu promised to take steps to stop the menace.

He lamented that he also gets such messages from his operator. “I am also a victim of unsolicited messages from operators, but I promise government will take pragmatic steps to stop this,” the Minister said.




29-year-old Impersonates IG Idris, Defrauds Saudi Doctor

A suspected fraudster, Ekperebuike Akadonye, has been arrested by the police for allegedly parading himself as the Inspector-General of Police, Ibrahim Idris, on the Internet.

The 29-year-old suspect, who was apprehended by the Inspector-General Special Intelligence Response Team, also allegedly defrauded a Saudi Arabia-based doctor, identified as Hassan Alkahallaf, to the tune of $10,000.

Alkahallaf was said to have earlier been defrauded by Nigerians via the Internet on two occasions, while efforts to recover the funds had proved abortive.

PUNCH Metro gathered that Akadonpe got Alkahallaf into his trap when he introduced himself as the IG and promised to help the doctor recover his loses.

He reportedly demanded $10,000 from Alkahallaf to facilitate the legal processes of the recovery and the victim was said to have paid the sum into his (Akadonpe’s) account in instalments.

A police source told our correspondent that the doctor contacted the IG through the Saudi Arabian Embassy in Nigeria after realising that he had been duped again.

“The suspect contacted his victims, including Hassan (Alkahallaf), who is attached to the Department of Urology, Security Forces Hospital, Riyadh, Saudi Arabia, via an email address, igofnieria@outlook.com, purportedly belonging to IG Ibrahim Idris.

“He claimed that President Muhammadu Buhari, in his fight against corruption, had directed the IG to make refunds to victims who had been defrauded by Nigerians in the past.

“The doctor replied to Akadonye’s emails, believing he was the real IG of the Nigeria Police Force, and he eventually paid him $10,000 in instalments to get back his lost funds. He lied to the doctor that he would use the money to hire a lawyer who would represent him since he wasn’t based in Nigeria,” the source said.

Another source told PUNCH Metro that the IG directed the IG team to go after the suspect after the case was reported through the Saudi Embassy.

It was learnt that sometime in October, the team trailed Akadonye to Imo State, where he hails from and apprehended him.

“A mobile phone and a laptop he used in carrying out the fraud were recovered from him. He was also found with ATM cards and an identity card of a Federal Bureau of Investigation officer. He is currently being interrogated by operatives of the IG response team,” the source said.

The suspect, in his statement, allegedly confessed to the fraud, saying he took to the crime after his shops were demolished by the government.

He said, “I am a trader and I had shops in Mbano, Imo State. But they were demolished by the government. One of my friends introduced me to Internet fraud. I started by searching for prominent persons on the Internet. When I found Dr Alkahallaf, he told me he had some funds trapped in Nigeria and he wanted to claim them. I presented myself to him as the IG and told him the President had mandated me to assist fraudsters’ victims to get back their lost funds. I asked him to pay for a lawyer. He believed and paid me.”
